King Sihamoni presides over opening of Water Festival



King Norodom Sihamoni presided over the lighting of the lantern barges, representing the many ministries, in front of the Royal Palace on Sunday as the first day of the annual Water Festival celebrations went smoothly.

Bun Veasna, an official at the National Committee for Organising National and International Festivals, told The Post on Sunday that the first day of the festival had gone smoothly.

Government leaders including Prime Minister Hun Sen, Senate President Say Chhum, President of the National Assembly Heng Samrin and Minister of Interior Sar Kheng attended the event with the King.

“The first boat racing event went smoothly like every year. We finished the first round in the morning, and finished the second in the afternoon,” Veasna said.

National Police said they had deployed nearly 20,000 police officers in Phnom Penh to provide security at the festival, which ends on Tuesday.

On his Facebook page, Prime Minister Hun Sen said Cambodians were enjoying the festival with big smiles on their faces. He said security forces were safeguarding the participants as well as the boat crews.

“Besides enjoying the boat racing on the river, people can shop at many stalls. May I wish all our compatriots happiness and good luck,” Hun Sen wrote.

Festival goer Sok Chea said he was enjoying himself as it was one of the biggest events of the year. He said he never misses it.

“There are fewer people here today compared to the first day of the Water Festival last year. But I think there will be more people tomorrow,” Chea said.

Daun Ley from Phnom Penh said she appreciated the security arrangements that had enabled her to enjoy the festival without fear.

“Along the streets, it is very safe because there is security taking care of us. I have no concerns and I am enjoying myself,” Ley said.

商业部长班苏拉萨表示,將于柬新年举行的“吴哥宋干节”,不仅能提高旅游业发展和发扬高棉传统文化,还能提高人民生活水平。

班苏拉萨于前日下午接见柬埔寨青年联盟主席洪玛尼时表示,支持柬埔寨青年联盟举办的“吴哥宋干节”活动。

他说,有关活动不仅能让来自各个省市的民眾有机会齐聚在暹粒省,也同时能为暹粒省民眾和小商贩带来数百万美元的收入。

“我將指示促进贸易总局与青年联盟紧密合作,確保今年吴哥宋干节成功举行。”

商业部长班苏拉萨也对柬埔寨青年联盟和主席洪玛尼工作表现和贡献,表示讚扬。

在会议上,商业部长班苏拉萨为柬埔寨青年联盟援助1000万柬幣(2500美元),并承诺將呼吁私人企业支持和赞助今年“吴哥宋干节”活动。

Water Fest ‘will be celebrated’

Prime Minister Hun Sen yesterday doubled down on his May pledge that the annual Water Festival and accompanying boat races – held only intermittently and in truncated fashion since tragedy hit the 2010 celebration – “must” go forward this November.

Speaking at a graduation ceremony at the National Institute of Education yesterday, the prime minister told students that the festival would proceed this year regardless of the water level, which last year was used as the rationale for cancelling the event.

That move, which had come just two weeks after the premier had pledged that it would go on as planned, was widely criticised by analysts as an attempt to prevent an influx of crowds into the city amid fears of political demonstrations over the beating of two opposition lawmakers and the ouster of CNRP acting president Kem Sokha from his National Assembly post.

“This year’s water festival will be celebrated even if the water level is only two metres deep,” Hun Sen said yesterday, contradicting his claim last year that the Tonle Sap’s 4.2-metre depth had been too shallow for rowboats and warranted the cancellation of the festival. “The water level this year is better than last year’s.”

Ministry of Water Resources and Meteorology spokesman Chan Yutha could not be reached yesterday.

City Hall spokesman Mean Chanyada told the Post that a meeting had been held with the National Committee for Organising National and International Festivals (NCONIF) to discuss the festival. He said that both National Police and military police would be deployed on the days of celebration to ensure social order, though he declined to provide details on strength and methods of deployment.

“Let’s assess the situation first … There is still a long time to go … For a big event like this, we have to have a clear security strategy and what we should do,” he said.

In November 2010, in the Kingdom’s largest loss of life in peacetime, 353 people were killed in a crush when crowds became bottlenecked on a bridge connecting Koh Pich to the mainland and pushed forward in a panic.

A government inquiry that followed found no government or police officials were at fault for the crowd control issues.

When asked yesterday whether prisoners would be granted royal pardons this Water Festival, Ministry of Justice spokesperson Kim Santepheap said that, while it was indeed a long-standing tradition, no meeting on the issue had yet been scheduled.

“Normally there are three times [prisoners receive royal pardons] in a year … The ministry is waiting for the request from the provincial prisoners committee,” he said. The Water Festival is slated to be held from November 13 to 15 this year.

御耕节仪式‧吴哥斗象广场举行

柬埔寨一年一度的御耕节仪式將於5月24日在暹粒省大吴哥斗象广场举行,由西哈莫尼国王主持。

今年仪式,由暹粒省省长庚文宋担任“御耕王”(king Meak),省长夫人桂娜玲则担任“王后(Queen Mehua)”。

庚文宋表示,御耕节仪式在暹粒省举行,可吸引大批游客到访,促进暹粒省旅游业。他说,这是暹粒省第二次获选为御耕节仪式举办地点,第一次是在2010年。

去年御耕节仪式是在马德望市举行。

柬新年將至‧塔仔山將现“大蛇”

柬埔寨新年將至,金边市政府在塔仔山的大钟周围动工兴建一条竹製大蛇像,旨在为祈福国泰民安、吉祥如意。

金边市政府发言人隆迪蒙表示,在塔仔山前建造的大蛇像已经开始动工,预计在柬埔寨新年前竣工。

他说,今年为蛇年,正在建造中的竹製大蛇像,將为柬埔寨和人民带来好运,寓意新年快乐、蛇年如意。

该施工负责人杜帖庚表示,竹製蛇像在3月20日动工,全长约60米,原计划在柬新年前竣工,至今已完成了50%。

他介绍,该大蛇像的骨架为钢铁製作,蛇体为竹片编制,蛇像整体完成后將喷上鲜艳顏色,让蛇像栩栩如生,再使用灯光来衬托,更能突显一条活生生且精致的蛇像。

他说,竹子生长快、產量高、用途广、用途普遍。柬埔寨古代人民喜欢使用竹子编製成各种各样的农具。今年刚好为蛇年,选择竹子旨在向国內外民眾展现柬埔寨传统文化製品,另外也能进一步美化金边市容,增添新年的气氛,吸引更多游客来旅游。

他续说,去年为龙年,在塔仔山前同样使用竹子建造龙像。由於去年是第一次,整体工作都十分生疏和紧张,难度也相当高,有时为了赶紧如期竣工,甚至每天加班到夜晚。今年我们吸取去年经验,今年施工將更顺畅。

他透露,明年为马年,可能会推陈出新,不再使用竹子,反而利用二手的塑料袋、罐子等製成马像,展现新的创意,同时也传达环保意识。
