泰媒报道,高铁工程主要分为泰国到老挝及中国南部、泰国到柬埔寨、泰国到马来西亚和新加坡,以及曼谷到清迈四条路线,全长达3193公里,造价约914亿新元。
(曼谷讯)泰国政府希望通过一个横跨亚洲多国的高铁网络,致力推动泰国发展成为亚细安的物流枢纽。
《曼谷邮报》报道,这项庞大工程主要分为泰国到老挝及中国南部、泰国到柬埔寨、泰国到马来西亚和新加坡,以及曼谷到清迈四条路线,全长达3193公里,造价约2.07万亿泰铢(约914亿新元)。
可从中国开到新加坡
泰国交通部副部长拜林说,泰国政府希望这个高铁网络可以从中国一路开往新加坡。他说:“到时候,人们就可从曼谷城区挽赐(Bang Sue)乘高铁北上中国北京或南下新加坡。”
连接曼谷和毗邻老挝的东北部廊开府(Nong Khai)的第一阶段工程正在兴建,预计2023年竣工。这一段铁路长达608公里,落成之后,将会成为曼谷通往老挝的主要运输系统。
下一段铁路将把泰国和老挝边境与老挝首都万象连接,最后一段铁路则会将万象与中国云南省边城磨憨镇相连接。
据一个不愿具名的老挝官员说,万象与磨憨镇之间长达414公里的铁路至今已经完成了55%,衔接万象与廊开的铁路工程也已经展开。
他说:“这是一个将我们从内陆国家转变为有土地联系的国家。”他指,目前人们要从万象前往磨憨镇需要两天,但如后有了高铁,来往这两地“就只需要三个小时”。
老挝希望跨国高铁网络能促进经济发展。受访官员预计,有了这条高铁路线,未来到访老挝的中国游客每年可能多达1000万至2000万人次。
泰国也希望借助这个跨国高铁网络来刺激其经济发展,尤其是该铁路网络将把廊开与泰国东部经济走廊(EEC)衔接起来;泰国东部经济走廊是在泰国东部沿海三府北柳、春武里和罗勇设立的国家经济特区,旨在将泰国东部打造为一个现代智能生产的工业中心。

泰国与柬埔寨两个月前重新开通中断了45年的跨境铁路,跨境通车至今还未落实,不过泰国境内通向边境车站的列车服务已定在下周一开始。
泰柬两国在4月22日在边境举行了盛大的跨境铁路重开仪式,但列车服务需等到两国确定班车列表和其他相关细节之后才能启动。
泰国铁路局昨天(6月25日)宣布,泰国境内铁路段的列车服务将从7月1日开始。
新列车服务连接首都曼谷和沙缴府(Sa Kaeo)城镇阿兰雅(Aranyaprathet),直到班克隆卢卡(Ban Klong luk)边境车站;每天来回各两趟。
按协议,这些列车服务将来可直达柬埔寨西北部边陲小镇波贝(Poipet),然后直达柬埔寨首都金边。从波贝到金边的370公里长铁路已在去年重开,不过,柬方至今还未宣布什么时候启动通往波贝的列车服务。
柬埔寨的铁路是由法国殖民政府建造,后来大多毁于战乱中。从波贝到金边的线路也在1973年内战期间被破坏和停用,近期得到亚洲开发银行出资协助重建。
泰柬铁路相通之后,来往两国的交通时间将缩短,对双边贸易和跨境旅游业都有好处。

Government plans one of world’s biggest airports in Kandal
The Cambodian government has approved plans to build one of the world’s largest airports in Kandal province, though key actors have yet to work out the details and one economist noted yesterday that the current proposal may be short-sighted.
A document from the Council of Ministers, dated December 21, approves an investment proposal from Cambodia Airport Investment Co Ltd to build a $1.5 billion, 2,600-hectare airport in Kandal province’s Kandal Steung district, about 30 kilometres south of Phnom Penh.
Cambodia Airport Investment is a joint venture between local conglomerate Overseas Cambodia Investment Corporation (OCIC) and the Cambodian government’s State Secretariat of Civil Aviation (SSCA), according to the document. Last Thursday, OCIC signed a “cooperation framework agreement” for a new Phnom Penh airport with the state-run China Development Bank.
A 2,600-hectare airport would be the ninth-largest airport in the world, putting it just below the US’s Chicago O’Hare (2,610 hectares) and well above China’s Beijing Capital International (2,330 hectares). The current Phnom Penh International Airport is about 400 hectares.
According to the document, OCIC will invest $280 million, while unspecified “foreign banks” will provide $1.1 billion in funding. OCIC will own 90 percent of the shares in the completed airport, with the rest going to SSCA.
But the project is just getting off the ground, according to OCIC and government officials. Sin Chansereyvutha, a spokesman for the SSCA, said yesterday that there was no detailed plan or agreement, and the aviation authority had not even met with OCIC to discuss the project yet.
“The project will need a long time [to materialise] because we need to negotiate on many criteria, on the frameworks of the agreement,” Chansereyvutha said, adding that the government would also have to find a way to deal with Cambodia Airports, the company that currently holds a concession to operate Phnom Penh International Airport until 2040.
Cambodia Airports, which is majority-owned by France’s Vinci Group, submitted plans to the government last year to expand both the Phnom Penh and Siem Reap airports to accommodate future growth in traffic, according to Khek Norinda, the company’s PR and communications director.
But expansion plans have been halted in the past by government officials, who have opted instead to build new airports, financed by Chinese banks, in both towns.
Norinda declined to answer questions yesterday about Cambodia Airports’s concession agreement or about whether negotiations were ongoing between the company and the Cambodian government, instead replying with a statement that said “dialogue through a mutual respect of the agreement made between both parties is critical for the future development of the airports, their successes and the country’s development. Our teams are always ready to engage with Cambodian authorities.”
Another potential roadblock to the new airport project is its questionable long-term viability, according to Nget Chou, a senior consultant at Emerging Markets Consulting.
Chou said yesterday that he was suspicious a project requiring so much capital would materialise, and even if it did, its proximity to Phnom Penh would not accommodate the long-term trend of rapid urban expansion.
“The suggested location seems like it does not reflect long-term planning, because in the next 10 years, that place could become [as crowded] as the current existing airport,” he said, adding that an airport further away, connected with an expressway, would be a better option.
Brendan Sobie, Southeast Asia analyst at the Centre for Aviation, said that the size of the airport was less important than other factors, such as the number of runways and terminals.
“A lot of the details are not yet known but it seems there is movement to meeting the long term growth needs of Cambodia’s aviation market,” Sobie said in an email yesterday. “Cambodia has been one of the fastest growing markets in Asia – and the world – over the last several years and there is potential for more rapid growth which can only be fully realised with a new airport.”
OCIC is owned by Pung Khiev Se, the powerful tycoon whose company also developed the capital’s Koh Pich. Contacted yesterday, Khiev Se’s assistant, who declined to give her name, said that the project is still in the preliminary stages, and said she could not give out the exact location of the new airport.
“Regarding the actual location, I cannot confirm yet,” she said, declining to verify the location listed on the Council of Ministers document. “It could change and is flexible based on actual circumstances,” she said.
Despite that, the assistant was confident that construction on the new airport would begin sometime in the next five years.

Cambodia negotiates reopening of informal Vietnam border crossings
Ratanakiri provincial authorities are trying to resolve a border dispute with Vietnam, urging the Vietnamese to reopen four recently blocked border crossings, according to National Police spokesman Kirth Chantharith.
The conflict originated when Cambodia rejected Vietnam’s proposal to build four new, formal border checkpoints, only accepting one. In response, Vietnam blocked off four heavily travelled, informal crossings.
Speaking to reporters following a year-end meeting of police officials, Chantharith downplayed the severity of the dispute. “We are having a special negotiation. The Ratanakkiri provincial governor is solving the problem without any huge challenge,” he said.
But Governor Nguon Keoun and his deputy, Yem Sam Oeun, said the closures have been an inconvenience to Cambodian border units, and a resolution is not imminent.
“Vietnam asked to open four more checkpoints and we thought that three of them were not important because they access the forest . . . not the paved road,” said Sam Oeun.
“On 12 December, Vietnam dug and cut up the road, but later on, they filled it up and then they built the fence to separate it,” he added.
Sam Oeun said the one agreed-upon border checkpoint has not been opened either, because it requires approval at the “national level”.
He condemned Vietnam’s response, saying it is an inconvenience to the border troops who often crossed into Vietnam to buy goods.
Sam Oeun also said the move unfairly impacts ethnic minority communities that cross the border daily to visit relatives.
“Our province and Kon Tum province have ethnic people. In fact, they are siblings and relatives, and they cross back and forth as normal,” he explained.
He said both sides would meet to discuss the issue, but a date has not yet been set.
San Chey, country director of the Affiliated Network for Social Accountability, said Vietnam may want more efficient paths for smuggling illegal timber.
“Vietnam controls many economic [land] concessions in the northeast and most of the economic concessions were accused of involvement with smuggling timber,” he said
Regional analyst Paul Chambers, with Naresuan University in Thailand, said the move was a signal that Vietnam was willing to flex its strength.
“It could signal a more aggressive stance by Vietnam amidst its perception of too strong a tilt by Cambodia toward China,” he said.

据柬埔寨民航国务秘书处发言人辛章西里瓦表示,上丁省机场被纳入湄公河次区域的发展计划,目前亚行正在对此进行深入研究。
他说,上丁省机场被视为湄公河次区域发展中最具潜力,以链接老挝和其他区域国家。
他估计,重建上丁省机场基础需要500至600万美元,可允许小型客机起降;若机场要提昇为接受160至180名乘客客机起降,需要2000至3000万美元进行重建。
柬埔寨旅游联盟主席杜西那表示,如果上丁省机场重新开放,將促进该省至老挝和其他地区国家的往来。
他说,上丁省拥有丰富的自然旅游资源,但基础设施落后,阻碍当地旅游业发展。

Asean to open skies further
Asean countries signed the protocol to put into place a package of commitments to further liberalise air transport services in the region.
At the 23rd Asean Transport Ministers Meeting, the countries also agreed to improve connectivity among member states.
Transport ministers and senior officials from Asean member countries attended the two-day meeting. Also present were dialogue partners from China, Japan and South Korea.
Among the highlights of the meeting was the conclusion of the “tenth package of commitments on air transport services under the Asean Framework of Services”.
Liow said the ministers also signed the protocol of domestic code-share rights, allowing code-sharing arrangements between the marketing airline and domestic airline in Asean member countries.
“This would increase connectivity between Malaysia and other Asean member states.
“At the same time, it would enable designated airlines of Malaysia to offer their passengers a wide range of travel options which can extend beyond the airlines’ own network and route structure,” he added.
Liow said the ministers signed the Mutual Recognition Arrangement on Flight Crew Licensing, which would facilitate air services to complement liberalisation efforts in Asean, and ensure the highest degree of security in international air transport.
They also reached an agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles.
“This is to promote seamless cross-border mobility of passengers between Asean member states,” said Liow.
He added that the ministers had concluded the Memorandum of Understanding (MoU) between the authorities in charge of aircraft accident investigation under the Asean-China partnership.
“This agreement would further strengthen Malaysia’s cooperation with China in relation to aircraft accident and incident investigations, sharing experiences and expertise in various specialist fields, equipment and research,” he said.

Liow said the ministers also signed the protocol of domestic code-share rights, allowing code-sharing arrangements between the marketing airline and domestic airline in Asean member countries.
“This would increase connectivity between Malaysia and other Asean member states.
“At the same time, it would enable designated airlines of Malaysia to offer their passengers a wide range of travel options which can extend beyond the airlines’ own network and route structure,” he added.
Liow said the ministers signed the Mutual Recognition Arrangement on Flight Crew Licensing, which would facilitate air services to complement liberalisation efforts in Asean, and ensure the highest degree of security in international air transport.
They also reached an agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles.
“This is to promote seamless cross-border mobility of passengers between Asean member states,” said Liow.
He added that the ministers had concluded the Memorandum of Understanding (MoU) between the authorities in charge of aircraft accident investigation under the Asean-China partnership.
“This agreement would further strengthen Malaysia’s cooperation with China in relation to aircraft accident and incident investigations, sharing experiences and expertise in various specialist fields, equipment and research,” he said.

亚细安成员国将开放各自的国内联号航运权,让在亚细安区域内飞行的航班共享班号。如此一来,航空公司可在不使用旗下飞机的情况下,扩大跨国飞行网络,为搭客提供更多航班选择。这也有助促进亚细安各国人民和货物的流通,有利于经济与商业发展,也能扩展旅游业。
过去两天在我国举行的第23届亚细安交通部长会议昨天结束,与会国在本次会议中签署了五项协议,并采纳六项计划,重申致力于加强亚细安成员国与对话伙伴国之间交通合作的承诺。
这包括进一步开放区内的航空服务、改善亚细安航空飞行的安全和效率,以及促进乘客的无缝跨境流动。
各国部长昨天签订两项开放航空服务的协议,其中包括开放联号航运(code-share)权,让在亚细安区域内飞行的航班都能提供联号航运服务,搭客也能享有较便利的转机登机与行李托运服务。
例如,一家本地航空公司和一家泰国航空公司合作提供联号航运服务,搭客只需订购一次机票,便能先飞往曼谷,再转国内航班到泰国的另一目的地。同样的,原本不直飞本地的泰国航空公司,也能让搭客通过一次订票,先飞曼谷再转飞新加坡。
另一项协议则是在亚细安服务业框架协议(ASEAN Framework Agreement on Services,简称AFAS)下,落实第10项配套,以求逐步减少亚细安航空运输辅助服务的贸易限制。新加坡将对提供销售与营销航空运输服务的公司,提高它们所能允许的最高海外股本参与率,从51%提高到70%。
此外,各国采纳了亚细安航空交通管理总体规划,目的是打造无缝的亚细安空中交通,以更一体化的方式改善区域的航空流量。一旦全面落实,料将改善航空交通管理与安全,空域容量也能增加,航班延误的情况因此有望减少,航空公司的运作成本也会降低。
各国也签署了协议,相互承认对方颁发的机组人员执照。
成员国各500辆客运巴士 可享简化出入境要求
在陆路交通方面,亚细安成员国签署了促进陆路客运跨境的亚细安框架协议,方便客运巴士在各国之间跨境穿行。
按照这项协议,每个成员国都有500辆巴士的配额,可享有简化出入境的要求。这些必须是非固定行程的客运巴士,如旅游巴士。固定行程的跨境巴士在路线、停靠站、巴士数量、技术要求及车费方面,仍得取得邻国的同意。
与对话伙伴国的合作方面,亚细安将与中国加强在航空事故调查的合作。
负责调查航空事故的官方机构与中国民用航空局签署了谅解备忘录,同意相互分享调查航空事故方面的设施与专才资源,也相互提供培训、分享安全资料,及安排观察员参与调查等。这有助提升调查员的能力与专业水平。
基础建设统筹部长兼交通部长许文远为会议主持闭幕式时说:“我们对亚细安交通合作的承诺将助我们实现‘2020年亚细安愿景’,以及‘2025年亚细安互联互通总体规划’。这将提高人民的生活质量,制造良好的就业机会,也能为区域带来稳定与和平。”

洪森昨天主持大学毕业典礼时披露,他於上週对日本进行正式访问时,与日本首相安倍晋三举行双边会谈,希望日本考虑为上述轻轨列车项目提供融资。
他称,从新街市(中央市场)至金边机场的轻轨列车,全长约18公里,估计总工程费用为8亿美元。
他表示,目前金边市正面临日益严重的塞车问题,因此提供轻轨列车服已刻不容缓。
他指出,全国注册车辆中,只有三成出入金边市,便导致交通拥挤不堪,未来隨著车辆数目的增加,首都交通问题將会进一步恶化。
然而,他强调,政府无意限制汽车入口。
洪森补充,柬埔寨与日本关係十分友好和紧密,其任內前后对日本进行12次访问,而上週访日也取得成功。
洪森与安倍晋三会谈后,两人也见证柬日双方签署的2项援助协议,分別为日本政府向柬政府提供39.48亿日圆(约合3500万美元)的无偿援助,用予金边市第四期防洪项目;日本政府向柬政府提供235.02亿日圆(约合2.3亿美元)的优惠贷款,用於扩建西哈努克港集装箱码头项目。

柬埔寨JC国际航空于8月15日迎来了第四架飞机,JC国际航空采用空客A320客机,可搭载180名乘客。
柬埔寨JC国际航空以金边为主运营基地,已开通的柬埔寨国内航线包括金边=暹粒、暹粒=西哈努克港,金边=西哈努克港,国际航线则有金边-中国澳门、金边-中国台北、金边=曼谷,金边=西哈努克港=吉隆坡等。
目前,柬埔寨JC国际航空机队共有4架A320客机,今年底前机队规模将会达到5架,计划2018年再引进7架飞机,预计在2019年还将引进空客A330宽体客机,执行金边飞往欧洲及澳洲航线。近期正着手加密航线布局,开通中国大陆和香港地区、韩国、新加坡等地新航线,另外也在积极洽谈规划由柬埔寨飞往日本等地的新航线。

旅游部与沿海省政府前日召开会议,旨在更好地为沿海省份寻找更多资源,继续发展沿海景区旅游业,实现2020年吸引700万外国游客目標。
发展沿海省份会议是在嗊吥市召开。旅游部长兼旅游发展委员会主席唐坤、嗊吥省长占杰斯塔、省政府技术官员、亚洲开发银行等相关单位代表约250人参加会议。
会议主要討论沿海开发项目,包括发展旅游基础设施,以及嗊吥省旅游港口规划方案。
唐坤部长表示,旅游业是国家重要经济支柱,以及参与减贫现象,沿海旅游的开发项目將有利於推进国家旅游业发展。
他还表示,为了可持续发展旅游业,政府积极提升和加强旅游业质量、服务和旅游產品,同时也开闢新的旅游景点,尤其是东北地区的生態旅游区,以及打造国家西南海滨地区成为明日之星。
据了解,今年上半年,柬埔寨接待国际游客230万人次,同比增长近13%,其中沿海省份吸引游客保持增长趋势。
2020年,柬埔寨计划吸引国际游客达700万人次,旅游收入预计达到50亿美元,为100万名民眾提供就业机会。
另一方面,唐坤也宣布,今年海洋节將在白马市举行,并要求省政府和相关部门作好筹备工作。
上届(第5届)海洋节是在西哈努克市举行,洪森总理和文拉妮夫人亲自出席开幕仪式,为期三天的盛会共吸引50万名国內外游客前往参观。

根据日本专家调研报告,金边市至巴域市长达170公里的高速公路项目的建造费约30亿美元,估计10年才能打造完成。
这项调研工作主要为了了解这条高速公路所发挥的经济效益,如改善和促进柬埔寨与地区的道路连通,缩短交通时间、降低运输费,减少交通事故和促进柬埔寨与邻国的贸易往来。
这条高速公路项目必將有效减少来往金边和巴域公路上的交通事故,同时將吸引更多游客,特別是使交通运输更加便利。
该高速公路项目建造费约30亿美元,由日本提供贷款援建,估计在2030年前完成整个建设工作,届时將进一步推动柬埔寨经济发展。
另外,越南方面也正在兴建一条从西宁(Tay Ninh)至胡志明市全长55公里高速公路,估计耗费5亿美元,並计划在10年內完成建设。
值得提起的是,在两国都完成建设有关上述高速公路项目后,將有力推动两国双边贸。

Laos, Cambodia eye extra flights to boost tourism
Laos and Cambodia on Monday signed a document agreeing on the need to increase flights between the two neighbours to meet the growing demand for air transport.
Head of the Air Transport Division, Department of Civil Aviation, Mr Viengsay Singkham told Vientiane Times yesterday the minute of a meeting between aviation officials from the two countries was signed in Cambodia following the meeting.
The document aims to amend the Aviation Cooperation Agreement between Laos and Cambodia to facilitate and encourage regional airlines to increase flights between both countries in a bid to promote tourism and economic development.
Officials from both sides will submit the outcomes of the meeting to their higher authorities and proceed with the next steps to amend the agreement.
Director for Air Transport at Cambodia's State Secretariat of Civil Aviation, Vann Chanty, told the Khmer Times that the move will push airlines in both countries to operate more flights between Cambodia and Laos due to increasing demand from tourists.
We need to update the agreement to comply with reality and the demands of the market, Mr Chanty was quoted as saying.
Currently, there are three airlines offering flights between Laos and Cambodia. They are Cambodia Angkor Air, Lao Airlines and Vietnam Airlines, and they operate about 21 flights a week.
Mr Chanty said the passenger load between the two countries increased by 5 percent last year to 178,000 and he believed the figure would hit 200,000 in the next two years.
Director-General of the State Secretariat of Civil Aviation, Keo Sivorn, told the Khmer Times the new agreement would make it easier for airlines to have direct flights between Cambodia and Laos and would open up new routes, such as from Phnom Penh and Preah Sihanouk to Vientiane or Luang Prabang.
Lao and Cambodian officials say that increasing transport connectivity will boost tourism growth in both countries as tourism businesses and tour operators are introducing joint package tours to encourage visitors arriving one country to travel onward to another country.
Earlier this month, both Cambodia and Laos, in a bid to promote bilateral tourism, announced they would create joint tour packages to facilitate travel to both countries.
Some 1.3 million international tourists visited Cambodia in the first two months of 2017, of which 65,675 were from Laos. This was a 64.5 percent increase compared to last year, according to the Khmer Times .
Meanwhile, Laos welcomed more than 4.23 million foreign visitors in 2016, of whom 16,536 were Cambodians.

Some 1.3 million international tourists visited Cambodia in the first two months of 2017, of which 65,675 were from Laos. This was a 64.5 percent increase compared to last year, according to the Khmer Times .
Meanwhile, Laos welcomed more than 4.23 million foreign visitors in 2016, of whom 16,536 were Cambodians.

泰国政府將免费向柬埔寨赠送4部火车头,为近期启动柬泰跨境载客火车服务铺路。
公共工程和运输部副国务秘书李文仁日前向媒体披露,配合柬泰铁路重新“衔接”,柬埔寨和泰国公共工程部將於近期在波比市举行庆祝仪式,届时泰国政府將会移交4部火车头。
他指出,有关火车头属於復新火车头,主要是作为载客用途。
他称,柬泰政府希望可以儘快启动跨境载客和货运火车服务,让居住在边境地区的两国人民可以乘搭火车互访,以及协助两国商家利用火车货运来降低运输成本。
他强调,以泰国火车头推动的柬泰跨境载客火车,时速將比现有的金边至西港(南部干线)时速快许多。
获得柬埔寨铁路营运私营合约的皇家铁路(Royal Railway)是於去年柬新年恢復中断多年的载客火车服务,惟火车时速最快只能达到每小时30公里,从金边至西港(约190公里)快则费时7个小时,慢则8个半小时。
据瞭解,由於南部干线修復工程仍未完工,令火车行驶速度受到限制,当局和专家在检查铁轨情况后,规定安全时速不得超过40公里。
无论如何,政府计划於今年內把南部路线时速提高至50至60公里。
北部干线今年修復
柬埔寨铁路北部干线修復工程预计將於今年內完成,届时从金边至位於柬泰边境的波比市將“一路通”。
公共工程和运输部副国务秘书李文仁称,目前从波比至马德望“失纵”铁路重新铺设工程已將近完工,今年工程部计划修復从马德望至菩萨铁路路段。
“一旦上述路段修復工程完工,火车將可以从金边直通波比。”
北部干线修復工程原本属於亚洲开发银行援助项目,惟援助款项却在半途用罄,导致修復工程被迫搁置。李文仁补充,为了確保铁路修復工程能儘快完成,政府决定从国库拨出2000万美元,以接手剩余的北部干线工程。
根据资料,北部干线铁路修復工程主要划分为三个部份,其中金边至实居省巴登路段已修復;从巴登至马德望路段原本状况大致完好;惟从马德望至波比路段则“失踪”,必须耗费大笔款项重新铺设。
柬埔寨铁路因在內战时期遭受严重破坏,导致铁路服务中断多年,直到获得在亚洲开发银行提供逾6千万美元及澳洲政府提供2150万美元援助下,公共工程和运输部於2011年开始修建全长共600多公里的两条铁路干线,即金边至波比的北部干线,以及金边至西哈努克的西部干线。
目前,金边至西港的南部干线已恢復川行。
竹火车將被禁用
隨著北部干线即將通车,深受外国游客喜爱的“竹火车”(柬文称“Nora”),也即將走入歷史。
因內战而受严重破坏的柬埔寨铁路,自1970年代末便被废置,惟部份路段基本上完好,因此民眾自制“竹火车”,利用铁路载人和载货,並引起外国游客的好奇和宣传,使这种特殊的“交通工具”声名远播。
其中,介於马德望省城佳县的奥丹邦村,至卜迭棉芷省玛莱县奥沙佬村之间的铁路路段,便是外国游客乘搭“竹火车”的热门地点,而暹粒和嗊吥省部份地区也有“竹火车”存在。
然而,公共工程和运输部官员证实,一旦全长386公里的北部干线修復工程竣工和火车服务恢復川行,“竹火车”將被禁止使用。
当局强调,“竹火车”只是当地民眾自发使用的“暂时性”交通工具,其安全和技术规格没有受到当局检查和监督,因此当局决定禁止“竹火车”,也是基於安全考量。
无论如何,“竹火车”业者和当地民眾已向旅游部和省政府提出要求,希望能保留这种独特的交通工具,以吸引外国游客到马德望旅游。

JC(柬埔寨)国际航空於前天(18日)晚上在金边索菲特大酒店隆重举行了正式开航庆典。
旅游部国务秘书苏玛拉、民航国务秘书处秘书长毛哈万那、社会各界等出席了庆典。
旅游部国务秘书苏玛拉指出,JC(柬埔寨)国际航空正式开航,標誌著柬埔寨和中国在航空、经贸及旅游文化交流合作领域迈上了新台阶。
“希望更多中国旅客可通过JC(柬埔寨)国际航空开设的航线领略柬埔寨风情,进而吸引更多的中国游客到柬埔寨旅游”。
JC(柬埔寨)国际航空有限公司董事长董勒成致词时说,近年来,柬王国政治稳定,一直致力於经济发展。目前,柬埔寨GDP增长率已超过7%,经济形势非常良好。
他说,柬埔寨王国文化多元,有著悠久辉煌的歷史文化,不断吸收各国优秀文化,与本地文化相辅相成,文化氛围融洽,各国因此非常看好柬埔寨今后的经济发展,乐意前来柬埔寨投资。
他说,藉此千载难逢的机遇,我们决定在柬埔寨投资成立JC(柬埔寨)国际航空有限公司,本项目柬政府大力支持,於2014年10月获得了筹建批准。
他指出,筹建期间得到了政府相关部门,特別是民航局的高度重视和大力支持,民航局在政策法规諮询、体系建设方面耐心指导,经常加班加点,令人敬佩。
“我们也得到社会各界朋友的关心和帮助,在筹建团队的努力下,於2017年3月14日取得航空运行资格证,並於3月17日正式开航起飞。”
JC(柬埔寨)国际航空將以金边国际机场为主营运基地,初期同时运行2架全新空客A320飞机,並计划今年再引进3架飞机,开通柬埔寨至东盟国家的环飞航线,进一步开通覆盖中国国內省份、日本、韩国、香港、台湾、澳门等航线。
董勒成说,他向柬埔寨政府及民航局郑重承诺,JC(柬埔寨)国际航空將严格遵守相关法律法规,以高標准安全运行,全心全意配合政府经济发展需求、优质服务社会大眾,尽最大努力的为当地经济、社会发展做应有的贡献。
