成为亚细安物流枢纽 泰国要建跨亚洲多国高铁网络

泰媒报道,高铁工程主要分为泰国到老挝及中国南部、泰国到柬埔寨、泰国到马来西亚和新加坡,以及曼谷到清迈四条路线,全长达3193公里,造价约914亿新元。
(曼谷讯)泰国政府希望通过一个横跨亚洲多国的高铁网络,致力推动泰国发展成为亚细安的物流枢纽。
《曼谷邮报》报道,这项庞大工程主要分为泰国到老挝及中国南部、泰国到柬埔寨、泰国到马来西亚和新加坡,以及曼谷到清迈四条路线,全长达3193公里,造价约2.07万亿泰铢(约914亿新元)。
可从中国开到新加坡
泰国交通部副部长拜林说,泰国政府希望这个高铁网络可以从中国一路开往新加坡。他说:“到时候,人们就可从曼谷城区挽赐(Bang Sue)乘高铁北上中国北京或南下新加坡。”
连接曼谷和毗邻老挝的东北部廊开府(Nong Khai)的第一阶段工程正在兴建,预计2023年竣工。这一段铁路长达608公里,落成之后,将会成为曼谷通往老挝的主要运输系统。
下一段铁路将把泰国和老挝边境与老挝首都万象连接,最后一段铁路则会将万象与中国云南省边城磨憨镇相连接。
据一个不愿具名的老挝官员说,万象与磨憨镇之间长达414公里的铁路至今已经完成了55%,衔接万象与廊开的铁路工程也已经展开。
他说:“这是一个将我们从内陆国家转变为有土地联系的国家。”他指,目前人们要从万象前往磨憨镇需要两天,但如后有了高铁,来往这两地“就只需要三个小时”。
老挝希望跨国高铁网络能促进经济发展。受访官员预计,有了这条高铁路线,未来到访老挝的中国游客每年可能多达1000万至2000万人次。
泰国也希望借助这个跨国高铁网络来刺激其经济发展,尤其是该铁路网络将把廊开与泰国东部经济走廊(EEC)衔接起来;泰国东部经济走廊是在泰国东部沿海三府北柳、春武里和罗勇设立的国家经济特区,旨在将泰国东部打造为一个现代智能生产的工业中心。
由于项目的重要性和成本非常高,政府应该认真地与中国谈判,并研究随后的利益和条件。从长远来看,我们需要能自己照顾铁路的一切运作,而毋需依靠中国。——泰中战略研究中心前主任阿克松斯里
泰国国立法政大学经济学院副教授、泰中战略研究中心前主任阿克松斯里表示,高铁网络是中国倡议“一带一路”计划的一部分,落成后将会提高泰国的竞争力和与邻国的联系。
不过她指出,发展高铁网络存在一定担忧,主要是在软件和系统安全方面,其他可能影响铁路网络建造项目的障碍还包括“高建筑和征收成本”。放眼望去,泰国日后决定购买中国科技时,也必须明智地进行谈判。
她说:“由于这个项目的重要性和其成本非常高,政府应该认真地与中国谈判,并研究随后的利益和条件。从长远来看,我们需要能自己照顾铁路的一切运作,而毋需依靠中国。”

Cambodia negotiates reopening of informal Vietnam border crossings
Ratanakiri provincial authorities are trying to resolve a border dispute with Vietnam, urging the Vietnamese to reopen four recently blocked border crossings, according to National Police spokesman Kirth Chantharith.
The conflict originated when Cambodia rejected Vietnam’s proposal to build four new, formal border checkpoints, only accepting one. In response, Vietnam blocked off four heavily travelled, informal crossings.
Speaking to reporters following a year-end meeting of police officials, Chantharith downplayed the severity of the dispute. “We are having a special negotiation. The Ratanakkiri provincial governor is solving the problem without any huge challenge,” he said.
But Governor Nguon Keoun and his deputy, Yem Sam Oeun, said the closures have been an inconvenience to Cambodian border units, and a resolution is not imminent.
“Vietnam asked to open four more checkpoints and we thought that three of them were not important because they access the forest . . . not the paved road,” said Sam Oeun.
“On 12 December, Vietnam dug and cut up the road, but later on, they filled it up and then they built the fence to separate it,” he added.
Sam Oeun said the one agreed-upon border checkpoint has not been opened either, because it requires approval at the “national level”.
He condemned Vietnam’s response, saying it is an inconvenience to the border troops who often crossed into Vietnam to buy goods.
Sam Oeun also said the move unfairly impacts ethnic minority communities that cross the border daily to visit relatives.
“Our province and Kon Tum province have ethnic people. In fact, they are siblings and relatives, and they cross back and forth as normal,” he explained.
He said both sides would meet to discuss the issue, but a date has not yet been set.
San Chey, country director of the Affiliated Network for Social Accountability, said Vietnam may want more efficient paths for smuggling illegal timber.
“Vietnam controls many economic [land] concessions in the northeast and most of the economic concessions were accused of involvement with smuggling timber,” he said
Regional analyst Paul Chambers, with Naresuan University in Thailand, said the move was a signal that Vietnam was willing to flex its strength.
“It could signal a more aggressive stance by Vietnam amidst its perception of too strong a tilt by Cambodia toward China,” he said.

推动两国观光业‧越南办旅游路演

为了进一步吸引更多国际游客,越南旅游部与越南驻我国大使馆于昨日在金边举办“越南旅游路演活动”,希望吸引更多第三个国家游客前来柬越两国观光。
受邀参加活动的旅游部长唐坤表示,2018年,我国政府將扩大大篷车游览(Caravan tour)项目规模,鼓励跨国边境旅游,提升两国旅游业发展,吸引更多第三个国家游客。
他说,柬越两国旅游多样化,南面的口岸与领海省份交接,是具有文化与歷史结合的旅游景点,因此建议两国共同开辟跨国沿海旅游路线。
他也呼吁,越南旅游业者踊跃参于今年11月17日至19日,在暹粒省举办的首届柬埔寨国际旅游展览(CTM),目前已报名参展的国家包括汶莱、马来西亚、缅甸、新加坡、泰国和菲律宾。 据越南旅游部表示,2016年,到越南观光的柬埔寨游客共21.2万人次,今年首7个月则为13.1万人次。

金边巴域打造高速公路‧估计需10年完成

根据日本专家调研报告,金边市至巴域市长达170公里的高速公路项目的建造费约30亿美元,估计10年才能打造完成。
这项调研工作主要为了了解这条高速公路所发挥的经济效益,如改善和促进柬埔寨与地区的道路连通,缩短交通时间、降低运输费,减少交通事故和促进柬埔寨与邻国的贸易往来。
这条高速公路项目必將有效减少来往金边和巴域公路上的交通事故,同时將吸引更多游客,特別是使交通运输更加便利。
该高速公路项目建造费约30亿美元,由日本提供贷款援建,估计在2030年前完成整个建设工作,届时將进一步推动柬埔寨经济发展。
另外,越南方面也正在兴建一条从西宁(Tay Ninh)至胡志明市全长55公里高速公路,估计耗费5亿美元,並计划在10年內完成建设。
值得提起的是,在两国都完成建设有关上述高速公路项目后,將有力推动两国双边贸。

Vietjet is poised to launch a new service connecting Hanoi and the Cambodian city of Siem Reap next year, the low-cost carrier announced Friday.
The new route, scheduled to be in service from March 30, is looking to meet increasing travel demand of individuals, tourists and entrepreneurs between the two well-known cities, Vietjet said in a press release.
The Hanoi – Siem Reap route is operated daily for 1 hour 45 minutes per leg, with its flight takes off from Hanoi at 3:55 pm (local time) and lands in Siem Reap at 5:40 spm (local time).
The return flight departs 6:40 pm (local time) and arrives at 8:25 pm (local time).
Promotional tickets of the route are available now from only VND399,000 (US$17) each.
Conveniently located in the Southeast Asia with many World heritages of Angkor Wat, Angkor Thom, etc, Siem Reap has become one of the favorite tourist destinations in Cambodia.
The city is also voted one of the world’s most friendly cities thanks to its famous Apsara dance, hand-made shops, typical cuisine and serenity and antiqueness.

柬埔寨政府和亚洲开发银行合作,计划扩大柴楨省巴域(Bavet)和越南木牌(Moc Bai)国际口岸的车道,以解?关口检查站堵塞现象,进一步促进两国商业和旅客往来。
据財经部通告指出,公共工程和运输部要求把巴域和木牌关口的车道,由现有的两条增加於四条,以解决因交通流量激增而出现的交通堵塞现象。
据巴域关口移民官员指出,由於现有关口车道狭窄,导致许多卡车大排长龙,目前估计每天有多达100辆卡车由越南入境我国。
公共工程和运输总局总监肯波雷指出,该局將利用亚洲开发银行提供的援助项目,以扩大关口车道至4车道,工程估计將於明年竣工。
他说,接下来,关口海关大厦也將扩大,由现有的一公顷扩大一倍,以解决堵塞和加快通关速度。

柬埔寨和泰国及越南加强旅游合作,一起推出“柬泰越三国游”旅游配套。
柬泰越三国旅游部日前在国公举行旅游合作会议,就开拓跨越三国旅游路线达成了共识,並设立了三条联合旅游路线。
在三条联合旅游路线中,有一条“三国旅”和二条“两国游”路线。
第一条旅游路线是从泰国的曼谷、罗勇府、达叻府、柬埔寨的国公、卜哥山、西港、嗊吥、白马、越南的富国岛和胡志明市。
第二条路线是从曼谷、罗勇府、达叻府、国公、西港和暹粒省;第三条路线是从胡志明、富国岛、白马、嗊吥、卜哥山、茶胶省、金边和暹粒省。
我国旅游部长唐坤表示,今后柬泰越三国旅行社会推出这三条旅游配套,让游客一次消费就可以尽情的享受三国旅游服务。

据新华社报道,柬埔寨巴戎航空公司金边-胡志明航线首班飞机1日顺利完成首航,標誌著巴戎航空公司首条国际航线正式开通。中国產新舟60线客机將执行本次航线。
巴戎航空公司表示,首都金边至越南胡志明市航线的开通,方便了两地人员往来,有利於促进柬埔寨与越南的经济和文化交流,这不仅是该公司积极落实“一带一路”战略的重要举措,也体现了公司推动中国国產飞机海外运营的决心。
此前,巴戎航空已开通连接柬埔寨3座主要城市——金边、暹粒和西哈努克港的定期航班。

Vietnam eyes joint tourism visa with Thailand, Cambodia
Vietnamese tourism and foreign relations authorities are set to work with their counterparts from Thailand and Cambodia to introduce a single visa for tourists to the three countries.
Hoang Thi Diep, deputy head of the Vietnam National Administration of Tourism, was quoted by Thoi Bao Kinh Te Saigon (Saigon Economic Times) as saying Thailand and Cambodia get a large number of tourists, are close to Vietnam, and already have a common visa for tourists.
The two countries signed an agreement last year to allow tourists from 35 countries and regions including Europe, Australia, the US, Hong Kong, Japan, China, and South Korea to visit both on a single visa.
Diep said Southeast Asian countries also plan to have a common visa for the Association of South East Asian Nations (ASEAN) bloc.
Ho Chi Minh City authorities in May asked the tourism administration to push for a single visa for Cambodia, Laos, Thailand, Myanmar, and Vietnam.
La Quoc Khanh, deputy head of the city’s tourism department, said Vietnam, Laos, Cambodia, and Myanmar have been cooperating at international tourism fairs for the past few years and now want to bring Thailand into the fold.
Together the four countries attracted 14.8 million visitors last year, he said.
Travel agencies have been pushing for a one-visa policy that would enable tourists to travel freely across Thailand, Cambodia, Laos, Myanmar and Vietnam.
But Vietnam already rejected the common visa concept when it was first mooted in 2010.
Vietnamese tourism officials had argued that the extra visa fees would not deter wealthy travelers and visa waivers would cause major losses to the tourism industry.

Vietnamese tourism and foreign relations authorities are set to work with their counterparts from Thailand and Cambodia to introduce a single visa for tourists to the three countries.
Hoang Thi Diep, deputy head of the Vietnam National Administration of Tourism, was quoted by Thoi Bao Kinh Te Saigon (Saigon Economic Times) as saying Thailand and Cambodia get a large number of tourists, are close to Vietnam, and already have a common visa for tourists.
The two countries signed an agreement last year to allow tourists from 35 countries and regions including Europe, Australia, the US, Hong Kong, Japan, China, and South Korea to visit both on a single visa.
Diep said Southeast Asian countries also plan to have a common visa for the Association of South East Asian Nations (ASEAN) bloc.
Ho Chi Minh City authorities in May asked the tourism administration to push for a single visa for Cambodia, Laos, Thailand, Myanmar, and Vietnam.
La Quoc Khanh, deputy head of the city’s tourism department, said Vietnam, Laos, Cambodia, and Myanmar have been cooperating at international tourism fairs for the past few years and now want to bring Thailand into the fold.
Together the four countries attracted 14.8 million visitors last year, he said.
Travel agencies have been pushing for a one-visa policy that would enable tourists to travel freely across Thailand, Cambodia, Laos, Myanmar and Vietnam.
But Vietnam already rejected the common visa concept when it was first mooted in 2010.
Vietnamese tourism officials had argued that the extra visa fees would not deter wealthy travelers and visa waivers would cause major losses to the tourism industry.

New flights from Da Nang to Seoul, Siem Reap
VNA opens new flights from Da Nang to Seoul, Siem Reap

National flag carrier Vietnam Airlines (VNA) on June 28 in Da Nang City announced that it has opened two direct flight routes from the city to Seoul (Korea) and Siem Reap (Cambodia).
There will be three flights a week on Mondays, Thursdays, and Saturdays, which will depart at 0.05 am in Da Nang and at 9.30 am (local time) in Seoul, by Airbus A321 aircraft for the Da Nang - Seoul route.
As for Da Nang - Siem Reap route, there will be one flight a day by ATR-72 aircraft, departing at 2.10 pm from Da Nang City and at 5.15 pm from Siem Reap.
The carrier announced that it will sell tickets at prices nearly 50 percent cheaper than normal prices for both routes until December 31 this year, with a round-trip ticket for Da Nang - Seoul route costing VND5,940,000, and VND1,738,000 for Da Nang – Siem Reap route.

今年首两个月,通过巴域国际关卡入境的旅客约9万3千487人次,同比增长10.48%。
据巴域国际关口警察局长黄松如昨日披露,今年首两个月,经由该关口入柬的国际游客达9万3千487人次,比去年同期的8万3千684人次增长10.48%。其中,越南游客的数量排在第一位,其次为澳洲、中国、韩国及美国。
另外,通过巴域关口出境的游客为9万2千717人次,比去年同期的8万6千994人次增长6.17%。其中,游客数量最多的仍是越南,其次是韩国、中国、澳洲和美国。
黄松如表示,鑑於柬埔寨各项领域和基础设施飞速发展,交通方便,带动了旅游业发展。他相信,今年,透过巴域关口入境的旅客將持续增长。
2012年,通过柬越巴域国际关口前来我国的外国游客达53万3千357人与2011年的40万零759人同比上涨24.86%。出境的外国游客达52万9千360人与2011年的42万4千940人同比激增19.72%。

Vietnam, Laos, Cambodia focus on development triangle
A conference on trade, investment and tourism for the Cambodia-Laos-Vietnam development triangle took place in the central highland province of Kon Tum yesterday, December 5.
More than 400 domestic and foreign businesses participated in the conference.

Two-way trade between Vietnam and Laos, and Vietnam and Cambodia is estimated to reach a combined total of more than US$4 billion this year.
Vietnam is investing in 50 projects worth close to $1.7 billion in Laos, and 25 projects valued at $1.5 billion in Cambodia.
At the conference, Pham Thi Hong Thanh, deputy head of the Department of Asia-Pacific Market under the Ministry of Industry and Trade, pointed out the obstacles faced by business circles of the three countries such as transport, lending requirements and low consumer demand.
Youn Heng, director of the Department of Evaluation and Incentives under the Cambodian Council for Development, said his country will boost investment in hydropower, thermal power and the power transmission network in the future.
Besides, firms are facing a workforce shortage in Laos and are challenged by the distance between Ho Chi Minh City and Champassak Province. Multinational trade traffic through the south of Laos via northeast Cambodia to the southern provinces of Vietnam is slow.
Cao Viet Sinh, Vietnam’s deputy minister of Planning and Investment, said in future, ministries and agencies of the three countries need to accelerate the construction and completion of the investment and business law; policies relating to taxes, customs, labor; administrative procedures relating to licenses, investment, business--ensuring transparency, the coherence from the central to local levels in order to reduce the time, costs for investors, improve the competitiveness of enterprises.
Cao Viet Sinh, deputy minister of Planning and Investment, stressed that to exploit the regions potential one needs to improve infrastructure, offer incentives to encourage the participation of all economic sectors, and accelerate the implementation of the triangle’s development master plan approved by leaders of the three governments.
The countries also need to complete the investment and business legal framework, policies on tax, customs and labor, and administrative procedures to ensure transparency and synchronicity at all levels of governance from central to grassroots level, Sinh added.
The Cambodia–Laos–Vietnam development triangle comprises of 13 border provinces of the three countries. Initiated by Cambodian Prime Minister Hun Sen in Vientiane in 1999, the area was established to enhance solidarity and cooperation for socio-economic development, poverty reduction and security in the region.
Meanwhile a trade fair was organized in the central highland province of Kon Tum where handmade crafts by artisans from Vietnam, Laos and Cambodia were on exhibit.
The fair opened on December 4 and brought together 700 businesses that are displaying their high-quality products in 360 stalls.
The fair is part of a series of events to herald the 8th Conference of the Vietnam-Laos-Cambodia Triangle Development Coordinating Committee and the 100th anniversary of Kon Tum Province (February 9, 1913).
